Blanket Purchase Agreement: AMCOM EXPRESS, No. W31P4Q-09-A-0010
CPS is a member of TeamLogiCore on the AMCOM EXPRESS Blanket Purchase Agreement (BPA) for the US Army. CPS provides management and technical services for the Logistics Domain. The BPA benefits to our government customer are to offer turn-key solutions to improve our customer's mission, produce short procurement lead-time and provide accessability of over 8,000 qualified/support personnel.
In accordance with Federal Acquisition Regulation (FAR) 8.405-3, ordering activities may establish BPAs under any GSA Schedule contract. A GSA Schedule BPA simplifies the filling of recurring needs for supplies (products) and services, while leveraging a customer's buying power by taking advantage of quantity discounts, saving administrative time, and reducing paperwork.

The GSA provides this Federal Supply Schedule to agencies as a streamlined procurement vehicle for obtaining Management, Organizational and Business Services (MOBIS). Vendors that are listed on this schedule must demonstrate a thorough knowledge of quality management and a capability to provide expert services that assist Federal agencies ina achieving their mission goals.
Using our GSA MOBIS Schedule, customers can access CPS Business Transformation services in:
- Strategic Planning, including developing mission statements, objectives, goals and tactics
- Human Capital Management, including job classification and workforce planning
- Human Performance Solutions, including performance planning and reporting
- Project Management Solutions, including risk analysis and requirements definition
- Training and Lean Six Sigma Facilitation, including coaching and training

The Department of Defense, Business Transformation Agency, has awarded CPS multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts:

Individual task orders allow for various pricing structures (i.e., Firm-Fixed-Price (FFP), Time & Material (T&M), Labor-Hour, and combinations there-of). The IDIQ vehicle provides agencies with the flexibility to issue task orders for specific requirements while providing a competitive environment throughout the contract performance.
The CPS Team includes staff and partners with the capability to address the broadest range of CASS Support Services program goals. We can manage surges in demand and provide personnel who have DoD security clearances up to and including Top Secret. Our experienced service providers have the capabilities, skill sets, and experience essential to the success of BTA, and we have a thorough knowledge of the BTA's environment, mission, objectives and challenges.
As a CASS Support Service Prime, CPS offers Program and Project Management Services that follow ISO-awarded best practices in addition to project management principles described in the Project Management Institute's Body of Knowledge (PMBOK). The CPS PMO is led by our PMI-certified Project Management Professional. CPS also offers a suite of services in support of human performance including learning and development; organizational development; knowledge management; strategic planning; performance measurement and process improvement.
Seaport-e Contract No. N00178-07-D-5019
SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas, including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements among SeaPort-e IDIQ multiple award contract holders. All task orders are competitively solicited, awarded, and managed using the SeaPort-e platform. Since nearly 85% of its contract holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the nation's engine of job growth.
