Policy & Procedure Writing
Organizations that want to the improve efficiency of their day-to-day operations, reduce costs, and eliminate duplicated efforts turn to CPS to discover and document the hidden processes frequently overlooked in daily operation. Following standard, proven research methods, we turn expert elicitation into Standard Operating Procedures and policies.
Our team of HPS professionals can build a Concept of Operations to document practices for an organization's next generation of staff. We review the Concept of Operations to develop a prioritized assessment of the baseline policies that are required, and identify those that need to be written.
Over the years, we have developed a library of re-usable templates and formats to write standardized, consistent policies and procedures. We can train permanent employees to continue writing new policies and procedures as well as maintain existing ones. Our Standard Operating Procedures and policies are produced in an ISO-conformant format that can form the basis for an audit for organizational ISO certification. We write procedures that are consistent with OMB Circular 123 Guidelines and conform to the International Standards Organization (ISO) documentation standards. We can establish an electronic and paper-based reference library for all SOPs and policies that is accessible to client personnel who may be geographically dispersed around the world.
Lean Six Sigma Process Improvement
When an organization needs to change the way it does business, CPS is prepared to conduct a comprehensive analysis and design workflows and processes within and between organizations. Starting with the facilitation of business process discussions, CPS continues to conduct research by talking with stakeholders. Our team assesses existing processes by benchmarking them against industry standards. Moving forward, we work with clients to outline the key concepts and guiding principles for the appropriate solution.
CPS uses Lean Six Sigma (LSS) methods to develop improved processes. Lean Six Sigma is a system representing two distinct methodologies—Lean and Six Sigma. We may use either methodology, depending on the problems to be solved:
- For flow and waste-elimination problems, focus is placed on Lean.
- For defect and control problems,
focus is placed on Six Sigma.
Our team of LSS Green Belts and Black Belts apply statistical methods and tools indicated for each phase of the DMAIC model of process improvement, as shown.

Learning and Development/Instructional Design/Training
When policies and procedures are in place, we offer instructor-led training or electronically-aided information dissemination to your staff, vendors or other stakeholders. CPS Training provides a variety of delivery options for professionally-developed coursework and self-help devices. Following the commercial industry's best practices, we build our classroom and e-learning material according to Instructional System Design (ISD) methodology, which has evolved from its original US Army roots to become the standard for today's training development. The ADDIE Model—Analyze, Design, Develop, Implement and Evaluate—informs our development of instructor and participant guides, and it also directs the creation of webinar and web-based training programs.
Our training can be delivered through Instructor-Led Training (ILT); and through webinar delivery via WebEx, Live Meeting, or Go to Meeting; and is refreshed through self-paced, SCORM- and 508-compliant web-based learning objects that have Level 2 or higher interactivity. Our ILT is customized for each client to reflect its unique business rules and processes.

CPS helps clients develop communication management plans and techniques to control information flow through a global network of internal and external audiences, while maintaining a desired corporate image. A cohesive communications strategy involves systematically planning and delivering deliberate messages, using the appropriate media, to designated audiences at scheduled, appropriate times, to support an organization's long-term goals.
We can introduce a predictable annual communications lifecycle to increase and capitalize on opportunities for creating new outputs by repurposing media.
