Human Capital Management, Organizational Development & Change Management
CPS-PS takes a holistic approach to Human Capital Management. Having developed expertise in following the Office of Personnel Management Manual and the Foreign Service Classification Manual for categorizing and banding positions, we have a collection of tested position descriptions and comprehensive experience in discovering, analyzing and documenting functional workflow.
We employ best-practices in workforce development, including expert learning management, employee performance management, performance measurement, competency management, and succession planning.
CPS-PS provides a robust practice in Organizational Development. We can document the "as is" state and create a roadmap to take your employees to the desired "future end state." As part of a Change Management effort, we can help you select and engage organizational champions, pre-train a "trendsetter" community, implement a communications campaign and help you collect feedback on the changes made.
For those new to organizational development technique, we can lead the effort in developing a vision and mission statement, create strategies that align to departmental goals, develop a tactical and/or operational plan and put a methodology in place for recording performance.
Procedure (Re)Engineering and Documentation
CPS-PS has developed a strong competency in discovering and documenting the hidden processes frequently overlooked in daily operation. We interview subject matter experts and learn to communicate in their terminology. Following research, we turn expert elicitation into Standard Operating Procedures. We can build a Concept of Operations to document practices for your organization's next generation of staff.
Our Standard Operating Procedures are produced in an ISO-conformant format, that can form the basis for an audit for organizational ISO certification. We routinely develop the full lifecycle of project and functional operations, and can create or reconstruct a knowledge library and information communication system for your organization.
Process Improvement/Lean Six Sigma
CPS-PS uses Lean Six Sigma to develop improved processes. "Lean" ideology finds ways to "cut
the fat" from procedures by removing unnecessary steps, putting collaborative resources in closer juxtaposition and by grouping tasks synergistically. "Six Sigma" emphasizes the elimination of defects. CPS-PS can document your "as is" state in detail, to put your organization on the track for productive change.
CPS-PS has developed a specialty in Lean Six Sigma. With a number of Green Belts and Black Belts on its Human Performance and Business Transformation teams, CPS-PS employs the DMAIC model in a number of program management and human performance system practice to manage change.
Learning and Development/Instructional Design/Training
When policies and procedures are in place, we offer instructor-led training or electronically-aided information dissemination to your staff, vendors or other stakeholders. CPS-PS Training provides a variety of delivery options for professionally-developed coursework and self-help devices. Following the commercial industry's best practices, we build our classroom and e-learning material according to Instructional System Design (ISD) methodology, which has evolved from its original US Army roots to become the standard for today's training development. The ADDIE Model (Analyze, Design, Develop, Implement and Evaluate) informs our development of instructor and participant guides, and it also directs the creation of webinar and web-based training programs.
Our training can be delivered through Instructor-Led Training (ILT); and through webinar delivery via WebEx, Live Meeting, or Go to Meeting; and is refreshed through self-paced, SCORM- and 508- compliant web-based learning objects that have Level 2 or higher interactivity. Our ILT is
customized for each client to reflect its unique business rules and processes.
