BURKE, VA—September 29, 2009—CPS Professional Services, LLC, has been awarded a contract with the Business Transformation Agency (BTA) of the Department of Defense (DoD) to provide key services that support critical DoD business operations. Building on previous successful projects with the BTA, CPS will provide experienced and knowledgeable professionals in the areas of finance, acquisition, budgeting, communications and administration, to perform specialized, transformational work within the Office of the Deputy Chief Management Officer (ODCMO). The ODCMO performs a critical advisory role to the Secretary and Deputy Secretary of Defense in improving and managing business operations in the Department of Defense.

This new contract adds to CPS' expanding list of DoD projects. CPS has supported the BTA and DCMO in various capacities since 2007. Past and current projects provide planning, communication, and event management, program management, office support, and administrative support, as well as Lean Six Sigma instruction and program support. During this period, CPS has received outstanding evaluations for its performance. CPS plans to build on its understanding of the BTA and DCMO mission, challenges, and culture, resulting from the past two-and-a-half years experience in supporting the Lean Six Sigma roll-out effort, the DCMO stand-up, and major events such as the Agility Forum and SOA Symposium.

BURKE, VA—September 29, 2009—The United States Department of Agriculture has engaged CPS Professional Services, LLC, to provide policy development services to the USDA Animal and Plant Health Inspection Services (APHIS) International Services (IS). APHIS has the broad mission of protecting the health and value of American agriculture and natural resources through blocking disease and pestilence pathways to the United States. CPS provides related services under its GSA MOBIS Schedule.

CPS has spent the past two years engaging in APHIS projects valued at well over $1 million. Projects included establishing a Concept of Operations for the Agency's overseas workforce and a robust set of eighty-eight supporting standard operating procedures. CPS also designed a Decision Model to help quantify administrative feasibility as a function of technical need, in ranking potential locations for overseas posts. CPS staff worked with APHIS IS overseas personnel in the field, developing a Talent Management and Succession Plan.

The CPS team looks forward to applying its knowledge of APHIS IS' infrastructure, mission, and processes to the new USDA Policy Analyst task, which includes researching and developing new policies that uniformly apply to the agency's international workforce stationed around the world. The work requires crafting international policies, incorporating USDA, OMB and State Department guidelines and regulations, to develop ISO-compliant policy and procedure documentation.

Successful execution of this project will enable APHIS IS to become a performance-based organization, providing administrative field personnel with policy-driven responses to situations that are now handled inconsistently, on a case-by-case basis. APHIS IS can use the new policies as the foundation for developing standard operating procedures, which in turn, can serve as benchmarks for performance objectives.
