Phil Panzarella is one of the three founding principals for CPS Professional Services, LLC, who established the firm in 2007. An accomplished business leader and Information Technology professional, Panzarella draws on 25 years of management experience and 15 years of IT experience in both the Commercial and Public Sectors.

Prior to joining CPS-PS, Panzarella was the President of Siemens Government Services, Inc., where he created a start-up organization to address the security requirements of Siemens clients. At Siemens, he was responsible for delivering innovative IT solutions to Public Sector Clients (Federal, State and Local, in both Administration and Education) and to Commercial clients. These solutions ranged from IT Consulting Services such as ERP implementation, migration and network services, to complete IT Outsourcing Services. Panzarella delivered and assisted in the operational management of a number of large outsourcing and consulting solutions to commercial clients such as GlaxoSmithKline, Equant, PNC Bank, Glenmede Trust, Washington Gas, and Freddie Mac, as well as to federal clients such as the Department of Homeland Security, the Executive Office of the President, Department of Energy, the State Department, CECOM, the Office of the Secretary of Defense, and the Peace Corps.
Holding senior management positions with Siemens, ENTEX, FCP Technologies and IBM Federal Systems, Phil Panzarella acheived career successes such as consistently exceeded performance results at Siemens and ENTEX, and managing a successful IT consulting and managed-services business for eight years in both the commercial and federal arena. Earlier in his career, as an IBM Senior Engineering Manager and Sales Executive to various federal agencies, Panzarella had introduced creative IT solutions and consistently achieved the IBM 100% club Award and the IBM Golden Circle Award.
Prior to his employment with IBM, Panzarella had a distinguished ten year career in the United States Army. He received a MPP degree from Georgetown University, a MBA degree from Long Island University and a Bachelor of Science degree from the United States Military Academy. He is also a current member of AUSA, the West Point Society of DC, the Fairfax Chamber of Commerce (Board Member), the Boys' Towns of Italy, Inc. (Co-Chair Mid-Atlantic Chapter), and the Northern Virginia Fast Pitch Softball Umpires Association (NVFPSUA).

Joe Cunningham, President |

Joseph Cunningham is one of the three founding principals for CPS Professional Services, LLC, who established the firm in 2007. Cunningham brings more than 30 years experience in large-scale ADP systems management and data center operations, and more than 25 in the professional services industry. He recently served as president of Homeland Security for Computer Sciences Corporation, and as president of DynCorp Systems & Solutions LLC (DSS), a $1.3 billion dollar business unit of DynCorp, a $2.3 billion information technology and outsourcing services firm. In the capacity of president of DSS, Cunningham drove the leadership and strategic direction of the company of over 10,000 employees with in excess of 600 Federal IT indefinite delivery/indefinite quantity contracts for both civil and defense agencies. Prior to this, Cunningham served as the senior vice president of the Systems and Technology Services (STS) division of DynCorp Information & Enterprise Technology, where he had profit and loss responsibility for the business unit that comprised more than 200 federal information technology contracts and more than 6,000 employees and subcontractors.
Before joining DynCorp, Cunningham was vice president of Northrop Grumman's Professional Services Division, where he had profit and loss responsibility for 22 federal indefinite delivery/indefinite quantity contracts. He won 19 out of 20 competitive bids. As a result of these contract wins, he was able to grow his business area from $26 million in revenue to $80 million within two years.
Before Northrop Grumman, Cunningham was director of strategic business operations for Computer Sciences Corporation's Systems Engineering Division (SED). In this position, he directed SED's technology and demonstration center and all proposal activity. He was the capture manager/proposal manager on several large ($1 billion) federal procurements, and coordinated the acquisition and merger of Atlantic Research Corporation's Professional Services Group.
Before Computer Sciences Corporation, Cunningham held executive and management positions at acquired professional firms such as Atlantic Research Corporation, CALCULON and Systems and Applied Sciences. In addition, his previous line management experience was with Blue Cross/Blue Shield of Greater New York, as the manager of government systems.
Cunningham majored in accounting and data processing at Pace University in New York City, served in the U.S. Navy and is the president of Boys Town of Italy, Mid-Atlantic Committee. He belongs to many defense and information technology forums and has co-chaired a bio-defense working group with Gov. Jim Gilmore. Currently, he is the Secretary of the National Defense Industry Association's, Homeland Security Division.

Duane R. "Skip" Rogers is one of three founding principals for CPS Professional Services, LLC, who established the firm in 2007. Rogers serves as Partner.

With nearly thirty years of experience helping large and small companies expand their business base and government contract portfolio, Rogers is an expert in the areas of strategic planning, capture development, creating winning proposals, competitive marketplace training, courseware design, and public speaking. As Principal of D.R. Rogers Associates, Rogers served a quarter of a century as consultant for companies such as IBM, GTE, Intelsat, Burroughs's, BAH, and Lockheed Martin. Rogers served in the U.S. Army, Military Police-K9 (1968-1970), and is also the published author of Who, What, Where In Silicon Valley, 1983. Currently the Vice-President and Board Member of a charitable non-profit organization, Rogers is an active member of American Freedom Foundation in support of our war fighters.
