Phil Panzarella, PMP, Chief Executive Officer
 

Phil Panzarella, founding principal of CPS Professional Services, LLC, established the firm in 2006 and currently serves as CEO. An accomplished business leader and Information Technology professional, Mr. Panzarella draws on 25 years of management experience and 15 years of IT experience in both the commercial and public sectors. Before joining CPS, Mr. Panzarella was the President of Siemens Government Services, Inc., where he created a start-up organization to address the security requirements of Siemens clients. At Siemens, he was responsible for delivering innovative IT solutions to public sector clients (federal, state and local, in both administration and education) and to commercial clients. These solutions ranged from IT consulting services, such as ERP implementation, migration and network services, to complete IT outsourcing services. Mr. Panzarella delivered and assisted in the operational management of a number of large outsourcing and consulting solutions to commercial clients such as GlaxoSmithKline, Equant, PNC Bank, Glenmede Trust, Washington Gas, and Freddie Mac, as well as to federal clients such as the Department of Homeland Security, the Executive Office of the President, Department of Energy, the State Department, CECOM, the Office of the Secretary of Defense, and the Peace Corps.

Holding senior management positions with Siemens, ENTEX, FCP Technologies and IBM Federal Systems, Phil Panzarella achieved career successes, such as consistently exceeding performance results at Siemens and ENTEX, and managing a successful IT consulting and managed-services business for eight years in both the commercial and federal arenas. Earlier in his career, as an IBM Senior Engineering Manager and Sales Executive to various federal agencies, Mr. Panzarella introduced creative IT solutions and consistently achieved the IBM 100% Club Award and the IBM Golden Circle Award.

Prior to his employment with IBM, Mr. Panzarella had a distinguished ten-year career in the United States Army. He received an MPP degree from Georgetown University, an MBA degree from Long Island University and a Bachelor of Science degree from the United States Military Academy. He is also a current member of AUSA, the West Point Society of DC, the Fairfax Chamber of Commerce (Board Member), the Boys' Towns of Italy, Inc. (Co-Chair Mid-Atlantic Chapter), and the Northern Virginia Fast Pitch Softball Umpires Association (NVFPSUA).

Tom Arnsmeyer, Chief Operating Officer
 
Tom Arnsmeyer

Mr. Arnsmeyer has more than 30 years of experience in services and consulting, serving as the lead executive for major pursuits in the domestic and international markets. He joined CPS Professional Services as our Chief Operating Officer, with experience in senior management and leadership at Wintara Inc., Raytheon and Northrop Grumman. As general manager of Northrop Grumman's Houston operations, Mr. Arnsmeyer supported NASA and managed operations, maintenance and engineering services for Shuttle Launch Processing at the Kennedy Space Center. He also began Northrop Grumman's IT Managed Services Horizontal practice, chartered to bring best practices and expertise in managed services to the rest of the company.

Successfully achieving competitive year-over-year sales and profit growth, Mr. Arnsmeyer served as COO for Wintara; as Vice President of Raytheon Technical Services Homeland Security business, with revenues over $400 million; and as Vice President of the Northrop Grumman IT Security and Infrastructure Solutions operating unit, with revenues exceeding $350 million.

Mr. Arnsmeyer holds a bachelor's degree in Math and Criminal Justice, and a master's degree in Computer Science from the Florida Institute of Technology. He lives in Northern Virginia with his wife Tere and their two daughters.

Leticia Quarles, Director of Business Operations
 
Leticia Quarles

Mrs. Leticia Quarles has had a long career in business capture planning-related activities. Mrs. Quarles came to CPS from Northrop Grumman, where she had responsibility for the capture management of major IT programs and consulting services engagements for federal and commercial clients. Prior to their acquisition by Northrop Grumman, Federal Data Corporation employed Mrs. Quarles, where she provided key management support, primarily in developing strategic price and cost offerings, as well as contract start-up activities.

Mrs. Quarles is responsible for all functions of CPS Business Operations:

  • Contract administration
  • Resource management
  • Proposal and project costing and financial controls
  • Administration including IT, business support, payroll and marketing support
  • Recruiting and contracting of project consultants and employees
  • Managing vendors and suppliers

Dave Barber, Director of Business Development
 
Dave Barber

Before joining CPS Professional Services as Director of Business Development, Dave Barber established and operated his own consulting firm in Northern Virginia. In his role as business development advisor, he and his team worked closely with CEOs to help their companies develop and execute strategies to win business in the federal sector. Working collaboratively to provide the right mix of leadership, hard work and technology to solve difficult problems, Mr. Barber has created teaming arrangements and led proposal efforts resulting in multiple federal contracts with the US Army, Navy and Air Force, the US Department of Justice, and the Health and Human Services Administration, as well as the US General Services Administration.

Having served as a junior officer in the US Navy on two ships in the early 1990s, Mr. Barber readily transitioned into executive level positions for manufacturing and logistics companies in the private sector. In 2005, he moved to the Washington, DC area to serve as Chief Operating Officer for a small business that provided translation services and professional training materials to the Department of Defense and other federal agencies. Under his leadership, the firm enjoyed dynamic growth, winning multi-million dollar contracts each year.

Educated at the University of Rochester and holding an MBA from Union College, Dave Barber has served as an active board member of the American Freedom Foundation since 2007, and also serves on the Executive Committee of the Fairfax-Lee Chapter of the Association of the US Army at Ft. Belvoir, Virginia. He lectures on Business Development and Proposal Management, for professional organizations in the Washington and Baltimore area. Dave Barber excels at understanding client needs and his passion is to work collaboratively developing winning solutions for defense and government by finding innovative ways for private industry to bring value to the public sector. An avid basketball player and coach, he lives in Alexandria with his wife Melissa and their daughters Meredith, Claire and Dana.

Mark Ennis, Director of Recruiting
 
Mark Ennis

Mr. Ennis is a seasoned solutions selling executive with extensive experience in the capture process for global, national and regional markets across all verticals and functional alignments. He has directed large integrated teams in major federal procurement efforts for GWAC, IDIQ and MAC contracts. He had served as a regional Vice President or Operations Vice President at several notable corporations, including Qwest Communications and Oxford International. Mr. Ennis is well-versed in federal contracting processes and procedures and acquisition processes across DoD and federal civilian agencies. He routinely directs the full life-cycle development process for mission-critical projects. He is an active member of the National Defense Industrial Organization and an Executive Member of The Armed Forces Communications and Electronics Association.
