  • Perform program management, contract management, and scope management:
    • Provide Tier 3 technical support to Joint Contracting Command Iraq/Afghanistan
  • Implement feature enhancements to the Joint Contingency Contracting System
  • Develop process improvements in support of the rapid prototyping development environment



USDA Business Transformation Activities: EXCERPT/PCIT Program and Consulting Services
United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Plant Protection & Quarantine (PPQ) Program Unit

Led initiative to define requirements and business case for capital spending initiative to upgrade PPQ phyto-sanitary database for foreign regulations governing import (into foreign nation) of plant and plant products from United States. Project, initially code named ABNER, subsequently named system Phyto-sanitary Export Database (PExD):

  • Project management for contract:
    • Development of work breakdown structure (WBS)
    • Project schedule
    • Scope management plan
    • Risk management plan
    • Issue management plan
    • Communications management plan
    • Bi-weekly government/contractor status meetings
    • Quality control (document walkthrough) for all deliverables

  • Facilitate government and industry user requirements sessions:

  • Program Management Support:
    • Supply an Integrated Master Plan identifying resources and activities required for the Critical Infrastructure Office of HHS to accomplish the mission

Security (DHS): Healthcare and Information Sharing Concept
HHS Office of Public Health and Emergency Preparedness (OPHEP) Public and Private Health Sector/Information Sharing and Analysis Centers, and Sector Support:
  • Assist in the Establishment of an Information Sharing and Assessment Center (ISAC)
  • Develop a prototype ISAC website
  • Assist in the identification of functional and operational requirements
  • Develop procedures for information to be shared between HHS, OPHEP, and other government agencies
  • Research and provide information sharing model
  • Develop Vulnerability, Medical Credentialing Verification Capability and Agency Plan:
